The Cabinet of Ministers is dissolving the “Kyrgyz Oil Company” as a separate state-owned enterprise

The Cabinet of Ministers is reorganizing state-owned enterprises under the State Agency for State Property Management. According to a resolution dated June 26, “Kyrgyz Munai Kompaniyasy” will be merged into the state-owned enterprise “Directorate for Facility Management.”

This means that “Kyrgyz Munai Kompaniyasy” will effectively cease to exist as an independent state-owned enterprise. All of its rights and obligations will be transferred to the “Facilities Management Directorate,” which will become the company’s legal successor.

The State Property Agency has been tasked with conducting an inventory of “Kyrgyz Munay Kompaniyasy’s” assets and liabilities, approving the transfer deed, and, together with the “Facilities Management Directorate,” resolving issues related to the fulfillment of financial obligations.

“Kyrgyz Munay Kompaniyasy” was established relatively recently—by a Cabinet of Ministers resolution dated May 12, 2025. As early as February 2026, amendments were made to its charter: the company established two deputy director positions, which were justified by the need to improve management efficiency and expedite decision-making.

Now, however, the resolution establishing “Kyrgyz Munay Kompaniya” is deemed to have lost its legal force. The related amendments made in November 2025 and February 2026 are also being repealed.

Following the reorganization, the State Property Agency’s management structure is also being updated. The new structure of subordinate organizations includes eight state-owned enterprises: “Atelier ‘Asel’,” “Facilities Management Directorate,” “Manas Fuel and Refueling Complex,” “State Lottery Company,” “Dan,” “Talas Trade and Market Complex,” “Bridge Construction Unit,” and “Kyrgyzmetallprom.”
