The Cabinet of Ministers has required energy companies to repay at least 2 billion KGS of debt annually

The Cabinet of Ministers of Kyrgyzstan has amended the resolution on the financial restructuring of the companies ‘Power Stations’ and ‘National Electricity Grid of Kyrgyzstan’.

The document was signed on 25 May 2026.

Under the amendments, ‘National Electricity Grid of Kyrgyzstan’ must allocate its own funds annually to repay debts on budget loans.

The minimum repayment amount has been set at:

  • no less than 1.8 billion KGS in 2023;
  • no less than 2 billion KGS annually in 2024–2025.

This refers to debt repayment in addition to the funds previously allocated under the financial support programme for energy companies.

The Ministry of Finance has also been instructed to take these changes into account when preparing amendments to the law on the national budget for 2026 and the planning period 2027–2028.

The resolution will come into force 10 days after its official publication.

The changes are aimed at improving the financial stability of the energy sector. Against a backdrop of chronic debt and a heavy burden on the budget, the authorities continue to demand that state-owned energy companies take a more active role in repaying their obligations independently.
