The Cabinet of Ministers has instructed the regions to begin preparations for sowing winter crops for the 2026 harvest

The Cabinet of Ministers of Kyrgyzstan has approved a resolution on preparing the agro-industrial complex and the population for sowing winter grain crops for the 2026 harvest. The document aims to ensure food security and support agricultural producers.

According to the resolution, a permanent republican headquarters will be established to promptly resolve issues related to preparation, sowing, and subsequent field and harvesting work. Similar headquarters should be organized in regions and districts within a week.

Local authorities are tasked with:

  • approving the structure of sown areas and the winter sowing schedule;
  • organizing monitoring of the progress of field work;
  • ensuring the availability of equipment and seeds of winter wheat and barley brought to sowing conditions;
  • develop drip and sprinkler irrigation systems;
  • promote the creation of large seed production cooperatives and the restoration of field protection strips.

The Ministry of Water Resources, Agriculture, and Processing Industry has been tasked with preparing irrigation networks for the 2026 growing season and compiling a consolidated list of agro-industrial facilities, from grain storage facilities to processing plants. This data will be sent to the Ministry of Construction for inventory and analysis of the condition of the facilities.

Energy companies are required to ensure uninterrupted power supply for the operation of pumping stations and grain conveyors, and the Ministry of Internal Affairs is required to monitor the safety of the harvest and prevent crop damage.

The decree also provides for measures to stabilize prices for fuels and lubricants. The Antimonopoly Regulation Service and the Association of Oil Traders must determine preferential prices for fuel needed for sowing and harvesting.

In addition, the Ministry of Emergency Situations has been instructed to allocate 7 million liters of diesel fuel to agricultural producers at a price not higher than the minimum market price.

Ayil Bank and Eldik Bank have been recommended to speed up the issuance of preferential loans to farmers and to report monthly on the implementation of state programs.

Control over the implementation of the decree is entrusted to the department for monitoring the implementation of decisions of the president and the cabinet. The document comes into force 10 days after its official publication.
