According to the legislators' plan, telecommunications companies, banks, marketplaces, transport and logistics services, and online applications will be able to provide their data to the National Statistics Committee of the Kyrgyz Republic. This information will be used exclusively for the analysis and forecasting of socio-economic processes, in strict compliance with the principles of confidentiality and personal data protection.
The bill also introduces a new principle of official statistics—the priority of using administrative and alternative data to reduce the burden on citizens and businesses and eliminate duplicate data collection.
In addition, the document provides for interagency cooperation between government agencies and data providers, clear technical and organizational requirements for the information transmitted, and a ban on its use for control, investigation, or sanctions.
According to the authors of the bill, the introduction of such measures will make it possible to create a modern statistical system based on digital data and improve the quality of decisions made by the state.
