The restriction does not apply to imports under international agreements in force in accordance with the country's legislation.
The measure is aimed at preventing the import of so-called ‘constructors’ — cars assembled in Kyrgyzstan from imported parts without undergoing full customs clearance.
According to the explanatory note, this leads to evasion of duties and taxes, growth of the shadow market and the creation of conditions for unfair competition. The ban will eliminate the illegal assembly and legalisation of such vehicles, increase the collection of customs payments and ensure road safety.
The new decree will repeal a similar document dated 7 March 2025, which is due to expire. The legalisation of motor vehicles in the country will continue until 1 October 2025.
