05/22/2026, 13:18The Cabinet of Ministers of Kyrgyzstan has amended the procedure for the allocation of state-owned land plots, expanding the scope for their transfer without a tender.
The relevant changes were approved by Resolution No. 353 of 19 May 2026, signed by the Prime Minister, Adylbek Kasymaliev.
According to the document, state-owned land plots may now be transferred without auctions or tenders for the implementation of national and state investment projects included in a special list approved by the Cabinet of Ministers.
This concerns land currently in use by state land users. For such projects, provision is made for the allocation of plots on preferential terms.
In addition, the maximum lease term for certain state-owned land has been increased from 49 to 50 years.
Legal entities with 100% state ownership will also be able to obtain land without tender for the fulfilment of state tasks determined by the Cabinet of Ministers.
The amendments have been made to the regulations on the procedure for granting state-owned land plots. The document was adopted as part of efforts to bring the regulatory framework into line with the Land Code of Kyrgyzstan.
The resolution will come into force ten days after its official publication.
