05/22/2026, 13:01The Kyrgyz Cabinet of Ministers has amended the procedure for issuing driving licences. The relevant Decree No. 352 was signed by the Prime Minister, Adylbek Kasymaliev, on 19 May 2026.
The main change is the introduction of a temporary national driving licence.
Under the new rules, citizens will be able to obtain such a document if they:
The provisional licence will be issued electronically via the state e-services portal and will be valid only within the territory of Kyrgyzstan.
The document will be valid for six months and cannot be renewed.
A driver will only be able to obtain a full national driving licence provided that, during the period of using the temporary licence, they do not commit three or more recorded traffic offences.
If, during the period of validity of the temporary licence, authorised officials record three or more traffic offences, the document will be revoked. At the same time, the certificate confirming completion of the minimum training period will also be cancelled. After this, the candidate will have to undergo training again.
The amendments have been made to the Cabinet of Ministers’ resolution of 27 November 2025 on the activities of the State Centre for the Registration of Vehicles and Drivers under the Presidential Administration.
The administration of the President of Kyrgyzstan is responsible for monitoring compliance with the resolution.
The document will come into force ten days after its official publication.
