Cabinet simplifies requirements for candidates for the post of rector at state universities

The Cabinet of Ministers of Kyrgyzstan has amended the procedure for appointing heads of state higher education institutions. The relevant decree was signed by the Prime Minister, Adylbek Kasymaliev.

According to the document, the requirement for candidates for the post of rector to hold an academic title has been removed. Now, for heads of most state universities, including those with national status, it is sufficient to hold a higher professional qualification, a Candidate of Sciences degree or a PhD, as well as at least five years’ experience in research or teaching.

Separate requirements have been established for heads of universities specialising in training personnel in the field of culture and the arts. In addition to a Candidate of Sciences or PhD degree, candidates will be eligible for the post of rector if they hold an honorary title of Kyrgyzstan in the field of culture and the arts.

The changes also affect the procedure for appointing heads of certain specialised universities. The document clarifies the regulations concerning higher education institutions in the fields of healthcare and home affairs.

As noted in the decree, the changes are aimed at systematising the legislation governing the procedure for appointing heads of state universities.

The decree will come into force 10 days after its official publication.
