Kyrgyzstan approves the first package of measures to de-bureaucratise the civil service

In Bishkek, the first meeting of the Interdepartmental Commission for monitoring the implementation of the presidential decree on improving the efficiency and debureaucratisation of public service was held. Under the leadership of the Chairman of the Cabinet of Ministers Adylbek Kasymaliev, the first package of decisions was approved, including 36 normative legal acts and 10 system orders.

The measures are aimed at eliminating bureaucratic barriers and optimising the work of the state apparatus. In particular, the frequency of amendments to 18 codes will be limited - now they can be amended no more than once a year, which will ensure predictability of legislation for business. The procedures for liquidation of legal entities and individual entrepreneurs will also be simplified. It is planned to outsource certain state functions, such as calendar vaccinations, oncological services and execution of court judgements.

One of the key steps will be a gradual transition to digital document flow through the Tunduk system. Already from 14 April, citizens under 50 will no longer need to provide certificates if they are already contained in state databases. In addition, accelerated digitalisation of civil and administrative court processes is expected.

Justice Minister Ayaz Bayetov emphasised that the proposed measures will not only simplify the interaction of citizens and businesses with government agencies, but will also reduce the burden on officials. Further simplification of procedures for obtaining licences and permits is planned for the future.

Adylbek Kasymaliyev noted that the implementation of initiatives is under the personal control of the President and called on government agencies to actively cooperate with the public in further optimisation of bureaucratic procedures.
