How can a farmer obtain a 3% loan to develop a nursery?

In Kyrgyzstan, a preferential lending scheme for seed and nursery farms has been in operation since March 2026. The programme is designed to provide practical support to farmers – from purchasing seeds to modernising production.

According to the Ministry of Agriculture, funding is provided through commercial banks, including Eldik Bank and ABank. The interest rate is 3% per annum, with a term of up to 36 months.

Farms included in the approved list are eligible to participate. This refers to companies and farms operating in the seed and nursery sectors.

Funds may be used for:

  • the purchase of seeds and planting material;
  • the cultivation of agricultural produce;
  • the purchase of equipment for cleaning, processing and planting.

Additionally, a financing option based on Islamic principles is available, which broadens access to the programme for various categories of borrowers.

The government has set out its priorities in advance: up to 60% of the funds will be allocated to seed production and at least 40% to nursery production.

To obtain funding, farms must apply to the branches of participating banks. There, they can clarify the requirements, the list of documents and the application processing times.
