How can foreigners start a business in Kyrgyzstan and not pay taxes for 49 years?

Adylbek Kasymaliyev took part in the ceremony to lay the foundation stone for the construction of the Tamchi special financial and investment zone in the Issyk-Kul region.

In his speech, the head of the Ministry of Transport and Communications emphasised that the implementation of the Tamchi project is a very important strategic step for the country's economic future. The territory being created should become an international financial centre, a centre for attracting global capital, fintech and IT innovations, as well as a modern logistics hub connecting international trade and cargo flows.

Adylbek Kasymaliyev noted that the project is based on the best international practices of leading financial centres, adapted to the potential of the Issyk-Kul region. The main advantage of the region will be the creation of a transparent, stable and highly competitive environment for investors.

Key parameters of the Tamchy AFIA project:

• The gradual construction of modern office centres, residential complexes and tourist facilities with a total area of more than 470,000 square metres is planned by 2035. The territory is divided into business, logistics (near the airport) and recreational zones.
• An independent international dispute resolution centre operating under English law will be established to protect business interests.
• Residents of the zone are exempt from all taxes for up to 49 years. Free movement of capital, a flexible currency regime and the right to conduct business with 100% foreign participation are provided.
• A large-scale infrastructure will be created on an area of more than 100 hectares, with an expected annual tourist flow of up to 90,000 people by 2035.

Summing up the opening ceremony, Adylbek Kasymaliyev highlighted the country's macroeconomic successes, noting that the launch of Tamchi is taking place against a backdrop of record growth rates.

Today, our country's economy is demonstrating high growth rates: GDP growth in 2025 was 11.1%, and average real growth over the last four years reached 10.2%.
