08/16/2026, 10:12Kyrgyzstan has exceeded its target for concluding public-private partnership (PPP) agreements for the period 2022–2026 ahead of schedule. With a target of 52 agreements, 67 had been concluded by August 2026, representing 129 per cent of the planned figure. This is stated in the first country review, ‘The Development of PPPs in the Kyrgyz Republic: Cumulative Experience, Lessons Learnt, Architecture for the Future’, presented by the Eurasian Development Bank, the Kyrgyz PPP Centre and the Kyrgyz-Russian Slavic University.
In total, since 2017, the number of PPP projects in the country has risen from 3 to more than 90. The total volume of investment exceeds 450 billion KGS. Of these, 57 per cent are small-scale projects, with investments of up to 100 million KGS. The largest number of projects is being implemented in agriculture, whilst the transport sector leads in terms of investment volume, accounting for 81.6 per cent of private investment.
The authors of the review note that in 2025, the legislation on public-private partnerships (PPPs) was amended to simplify the process of initiating and awarding projects, particularly for small-scale initiatives. There are currently 71 projects under implementation. Among the largest are the ‘Kelechik’ toll tunnel, the Uzgen bypass and solar energy projects with a combined capacity of 300 MW.
