09/23/2026, 17:35The Chairman of the Cabinet of Ministers, Adylbek Kasymaliev, met with Li Qiang, Premier of the State Council of the People’s Republic of China, as part of a working visit to China. The talks took place in Hangzhou.
The parties discussed the implementation of the agreements reached by the heads of the two states during the state visit of Chinese President Xi Jinping to Kyrgyzstan in August 2026.
One of the key issues was the construction of the China–Kyrgyzstan–Uzbekistan railway.
Kasymaliev emphasised the need to ensure the smooth implementation of the project.
Discussions also covered progress on the construction of the Barskoon–Bedel–Uchturfan–Aksu motorway and the infrastructure for the new ‘Bedel’ border crossing point.
The parties paid particular attention to trade and economic cooperation. Kyrgyzstan invited Chinese enterprises, including companies from Zhejiang Province, to participate in the creation of joint industrial centres. It was also proposed to involve Chinese businesses in the activities of the ‘Tamchy’ special financial investment zone.
The parties expressed an interest in the further development of financial cooperation, including the expansion of direct correspondent banking links between commercial banks in the two countries.
In addition, prospects for cooperation in the oil and gas sector and the energy sector were discussed. As part of the visit, an agreement was signed between the Ministry of Energy of Kyrgyzstan and the National Energy Administration of the People’s Republic of China on cooperation in the field of electricity.
Kasymaliev also proposed exploring the possibility of launching a direct flight between Bishkek and Sanya. He noted the introduction of a visa-free regime for Kyrgyz citizens travelling to Hainan Island and transiting through China for up to 10 days.
Following the talks, the parties confirmed their readiness to continue coordinated work on implementing the agreements reached by the leaders of the two states.
