12/22/2025, 15:41During Sadyr Zhaparov's working visit to Japan on December 18-20, an agreement was signed between Kyrgyzstan and Japan on the elimination of double taxation with respect to income taxes and the prevention of tax evasion and avoidance.
The document was signed by Minister of Economy and Commerce Bakyt Sydykov and Japanese Minister of Foreign Affairs Toshimitsu Motegi as part of the Kyrgyz delegation's participation in the First Central Asia + Japan Dialogue Summit and the Central Asia + Japan Business Forum.
The agreement establishes the distribution of taxation rights for certain types of income between the two countries and provides mechanisms to prevent double taxation. Its implementation is expected to simplify tax conditions for businesses, increase the predictability of the fiscal environment, and contribute to the growth of mutual trade and the attraction of foreign direct investment into the Kyrgyz economy.
In addition, on the sidelines of the business forum, Bakyt Sydykov and Norihiko Ishiguro, Chairman and CEO of the Japan External Trade Organization (JETRO), exchanged an Action Plan for the development of the capacity of the Kyrgyz Export Development and Promotion Center. The document is aimed at the practical implementation of the memorandum of cooperation between Kyrgyz Export and JETRO, signed on August 10, 2024, in Astana.
During the visit, an agreement was also reached on the establishment of a Kyrgyzstan-Japan intergovernmental commission on trade, economy, culture, and human resources exchange.
