    Kyrgyzstan asks Russia to open additional windows for migrants due to queues

    Kyrgyzstan has requested that additional windows be opened for receiving documents at migration centers and territorial divisions of the Russian Ministry of Internal Affairs. This need arose against the backdrop of a significant increase in applications from Kyrgyz citizens and the formation of long queues.

    This issue was discussed on July 23, 2025, during a meeting between Deputy Minister of Foreign Affairs of the Kyrgyz Republic Almaz Imangaziev and Russian Ambassador to Kyrgyzstan Sergey Vakunov. The parties considered a wide range of issues related to the stay of Kyrgyz citizens in the Russian Federation. Particular attention was paid to improving conditions for labor migrants, including issues of pre-departure training.

    The Kyrgyz side also proposed considering the possibility of migrants undergoing procedures such as photography, fingerprinting, and medical examination before leaving for Russia, while still in Kyrgyzstan.

    Additional topics raised included the legalization of the migration status of Kyrgyz citizens included in the Russian Federation's register of controlled persons, the establishment of direct communication between Kyrgyz consular officials and Russian authorities, and migration registration at the place of actual residence.

    The topic of mandatory Russian language testing for children of Kyrgyz citizens when applying to Russian universities was discussed separately. Bishkek proposed conducting such testing at universities in the Kyrgyz Republic.
