Kyrgyzstan ratified the IAEA Safeguards Protocol under the Treaty on the Non-Proliferation of Nuclear Weapons

President Sadyr Zhaparov signed a law ratifying the updated protocol to the agreement between Kyrgyzstan and the International Atomic Energy Agency (IAEA) on the application of safeguards in connection with the Treaty on the Non-Proliferation of Nuclear Weapons.

The document was adopted by the Jogorku Kenesh on September 17, 2025, and is aimed at implementing the domestic procedures necessary for the Protocol to enter into force. Its adoption will bring the national legal framework in the field of radiation safety into line with international standards and enable more active use of technical cooperation programs with the IAEA.

The updated document strengthens control and transparency measures aimed at preventing the illicit supply and proliferation of weapons of mass destruction and other dangerous substances.

The Protocol provides for the exchange of information and control over the movement of small quantities of sensitive materials — radioactive, chemical, and biological substances that can be used for military purposes.

According to experts, ratification of the agreement will open up new opportunities for Kyrgyzstan in the fields of science, technology, and international partnership, strengthening confidence in the country as a responsible participant in global non-proliferation agreements.

It should be recalled that in recent years, the possibility of building a small nuclear power plant has been discussed in Kyrgyzstan. However, no concrete decisions have been made yet, and no construction of a nuclear power plant is underway in the country.
