Kyrgyzstan has approved a permanent procedure for granting “digital nomad” status to foreigners

The Cabinet of Ministers of the Kyrgyz Republic has approved new regulations on the procedure for granting foreign citizens “digital nomad” status. The relevant decree No. 241 was signed on April 30, 2025, and will come into force 15 days after its official publication.

The document establishes a permanent mechanism for granting the status, which was previously in place as part of a pilot project. The initiative aims to simplify the stay and legalize the activities of foreign specialists working remotely.

    What is changing:

    • Foreigners who meet the criteria will be able to obtain the status in accordance with the established procedure through the authorized migration authority.
    • A personal identification number (PIN) will be assigned through the automated AMT “ZHAAK” system.
    • The Ministry of Labor and Social Protection will monitor the status and will be able to engage experts to evaluate the activities of “nomads.”
    • The tax service will re-register all foreign individual entrepreneurs who have received this status.
    • The State Committee for National Security has been instructed to implement the necessary technical measures within two months.
    • Three previous decrees regulating the pilot program, which had been in effect since 2022, have also been repealed.

A digital nomad is a foreign citizen working remotely from Kyrgyzstan without an employment contract with a local company.

The authorities hope that the new order will increase the country's attractiveness to the global IT community and create additional economic benefits without burdening the budget.

The Cabinet of Ministers has instructed all government agencies to bring their documents into line with the new regulations.
