Kyrgyzstan tightens requirements for free economic zones

According to the updates, the rules have clarified the procedure for accessing free economic zones (FEZs). Unauthorised persons, including representatives who are not authorised to act on behalf of zone entities, are now prohibited from entering.

The Cabinet of Ministers of the Kyrgyz Republic has amended Government Decree No. 332 of 16 June 2014, which regulates the requirements for FEZ territories. The document aims to strengthen control, attract investment and promote regional development.

Requirements for fencing have also been revised. SEZ territories and facilities within them must be enclosed by continuous protective structures made of durable materials — concrete, brick or metal. The height of the fencing must be at least 2.2 metres. Alternative materials are permitted for tourist zones, but only subject to agreement with the competent authorities.

The updated regulations tighten controls on the movement of goods and people within SEZs. The authorities are focusing on increasing the transparency of the zones’ operations and reducing the risks of unauthorised activities.

The decree will come into force 15 days after its official publication.
