Kyrgyzstan is once again imposing a six-month ban on the export of coal by road

The Cabinet of Ministers of Kyrgyzstan adopted a resolution on June 20, 2026, imposing a temporary six-month ban on the export of coal by road.

The restrictions apply to coal classified under codes 2701 and 2702 of the EAEU Foreign Economic Activity Commodity Nomenclature. However, the ban will not apply to shipments through the “Irkeshtam-Road” and “Torugart-Road” border crossing points.

In addition, an exception has been made for the coal mining company “Kyrgyzkomur.” The company will be able to continue exporting coal by road through border crossing points on the country’s state border.

The Ministry of Economy and Commerce has been instructed to notify the World Trade Organization and the Eurasian Economic Commission of the introduction of the temporary ban. In turn, the Ministry of Foreign Affairs must notify the CIS Executive Committee.

Enforcement of the new rules has been entrusted to the State Customs Service, the State Border Service, and the Presidential Administration.

The new decree also repeals a similar document dated December 3, 2025, which previously regulated coal transportation.
