The document was signed on 19 December 2025 in Tokyo during President Sadyr Zhaparov’s working visit to Japan. The agreement was signed by Bakyt Sydykov, Minister of Economy and Trade of Kyrgyzstan, and Toshimitsu Motegi, Minister of Foreign Affairs of Japan, on the sidelines of the First Central Asia + Japan Dialogue Summit.
The law on its ratification was adopted by the Jogorku Kenesh on 20 May this year.
The agreement aims to eliminate double taxation of the income of individuals and legal entities operating between the two countries. At the same time, the document provides for mechanisms to combat tax evasion and the use of international agreements to obtain unjustified tax benefits via third countries.
It is noted that ratification is necessary to complete domestic procedures and for the agreement to subsequently enter into force.
The document is expected to increase the predictability of the tax regime for businesses, reduce tax barriers for investors and contribute to the expansion of trade and economic cooperation between Kyrgyzstan and Japan.
