06/25/2026, 12:59A panel session titled “Green Transformation and Digital Sovereignty: The New Industrialization of the Shanghai Cooperation Organization (SCO) Countries” was held in Bishkek as part of an international forum. Participants discussed joint approaches to the development of the energy sector, digitalization, and industrial cooperation within the SCO.
The discussion included representatives from government agencies, international financial institutions, major companies, and the expert community from Kyrgyzstan, China, Kazakhstan, Uzbekistan, Russia, and India.
One of the key topics was attracting investment in renewable energy sources. Emilbek Orozbaev, Director of the Green Energy Fund under the Cabinet of Ministers of Kyrgyzstan, presented the mechanisms for state support and investment protection that the republic is prepared to offer for the implementation of large-scale hydropower and solar projects.
Shokhrukh Baratov, Director of Business Development at ASTORIOS Holding Inc., addressed issues related to distributed generation. According to him, the development of microgeneration can reduce the load on national power grids and foster a new culture of energy consumption.
Zhou Xianyu, a representative of China’s Dongheng Industrial Group, spoke about the readiness of Chinese enterprises to localize the production of equipment for “green” energy in SCO member states, while Marat Amirseitov, head of TotalEnergies Renewables Services Kazakhstan LLP, addressed issues of digital sovereignty and the use of artificial intelligence and big data technologies in power grid management.
Participants paid special attention to financing mechanisms. Gazprombank Vice President Evgeny Khilinsky and representatives of the state corporation “VEB.RF” presented capital-raising instruments for implementing large-scale energy projects.
Issues related to public-private partnerships and the use of renewable energy sources in the agro-industrial complex were also discussed. Dr. Asif Iqbal, President of the Indian Economic and Trade Organization (IETO), shared his experience with implementing PPP projects, while representatives of the Chinese company SRON Silo Engineering spoke about the implementation of energy-efficient grain storage systems using renewable energy sources.
Following the session, participants reaffirmed the need for closer coordination of SCO member states’ efforts in the fields of energy, industry, and digital technologies.
“Today, it is impossible to ensure energy security and sustainable economic growth acting alone. The green transition and digital independence no longer know borders. That is precisely why SCO member states must act together, pooling their expertise, technologies, and investments for the sake of future generations,” noted the session’s organizing committee.
The organizers emphasized that the meeting resulted in the strengthening of partnerships and the formation of new joint initiatives that could form the basis of the SCO member states’ technological and environmental policies.
