Who Kyrgyzstan owes and how much

The Ministry of Finance has presented its final report on Kyrgyzstan's external public debt as of 31 December 2025. The country's total liabilities to foreign partners amounted to 467.3 billion KGS, equivalent to $5 billion 345.6 million.

Despite the impressive billions in currency, the country's financial situation shows positive dynamics. The key indicator — the ratio of external debt to GDP — has decreased by almost 8% over the past three years. While at the end of 2023 it stood at 31.1%, by the end of 2025 it had fallen to 23.64%.

Bilateral loans: China remains the main partner
Bilateral concessional loans account for 35.5% of the total debt. In monetary terms, this is 165.9 billion KGS ($1.89 billion).

The Export-Import Bank of China remains the undisputed leader among creditor countries. The debt to it amounts to 131.2 billion KGS ($1.5 billion). In fact, one Chinese bank accounts for 28.1% of Kyrgyzstan's total external debt.

Other key creditor countries:

  • Japan (JICA): 11.8 billion KGS ($136 million).
  • Saudi Development Fund: 9.4 billion soms ($107.5 million).
  • Germany (KfW Bank): 5.5 billion KGS ($63.2 million).
  • Turkey: 4.3 billion KGS ($50 million).
  • Kuwait Fund: 1.8 billion KGS ($21.2 million).
  • South Korea, the UAE and France have the smallest shares in the debt portfolio (less than 0.2%).
