05/22/2026, 10:19New support mechanisms for agricultural cooperatives are being discussed in Kyrgyzstan. An interdepartmental commission under the Ministry of Water Resources, Agriculture and Processing Industry of the Kyrgyz Republic has considered proposals to simplify the conditions for preferential financing for cooperatives.
The work is being carried out as part of the Agricultural Cooperation Development Programme for 2023–2027, as well as the projects ‘Financing the Agro-Industrial Complex’ and ‘Financing United Commodity Producers’.
The commission comprised representatives from the National Statistics Committee, the Social Fund, the State Tax Service, the Union of Cooperatives of Kyrgyzstan, OJSC “A Bank”, OJSC “Eldik Bank” and the Food and Agriculture Organisation of the United Nations (FAO) in Kyrgyzstan.
The commission meeting took place on 21 May 2026. The main topic was the creation of new agricultural cooperatives and support for existing associations.
One of the key proposals was to simplify the procedure for obtaining loans. In particular, there is discussion of moving away from the practice whereby cooperative members are required to provide information about their personal business affairs, loans in other sectors, credit history and financial statements unrelated to the cooperative’s own activities.
Following the discussion, the commission presented proposals for the introduction of simplified financing terms.
In turn, representatives of OJSC ‘A Bank’ and OJSC ‘Eldik Bank’ reported that a procedure is currently being developed to provide agricultural cooperatives with preferential financing in accordance with established procedures.
