Akimov and mayors in Kyrgyzstan will be assessed on the basis of KPIs

The Cabinet of Ministers of Kyrgyzstan has approved a new system for assessing the performance of the President’s authorised representatives in the regions, akims and mayors.

From now on, the activities of regional administrations, the city councils of Bishkek and Osh, and other cities of regional significance will be assessed annually using a standardised methodology based on socio-economic indicators.

In effect, this involves the introduction of a KPI system for regional leaders.

The assessment will be carried out using a special comprehensive methodology, with the results summarised annually by an interdepartmental commission. The Ministry of Economy and Commerce has been tasked with coordinating the process.

Heads of regions and cities have been required to submit reports using a standardised form by 30 January each year. Their personal responsibility for the accuracy, quality and timeliness of the data is also explicitly stated.

The assessment will use planned and actual socio-economic indicators, which must also be provided by government bodies and the National Statistics Committee.

The new system will replace the previous assessment mechanism, which has been in place since 2024. The Cabinet of Ministers explains the changes as necessary to increase local authorities’ accountability for regional development and to make the results of their work more measurable.

The resolution will come into force 15 days after its official publication.
