Who in Kyrgyzstan will be eligible to receive 1,200 KGS per child, and how will they receive it?

In Kyrgyzstan, a new monthly allowance called “Bala Yrysy” for children under the age of three will take effect on July 1 of this year. The relevant decree was signed by Prime Minister Adylbek Kasymaliev.

The payment will amount to 1,200 KGS per month for each child. For residents of high-altitude and remote, hard-to-reach areas, the allowance will be paid taking into account regional adjustment factors.

The Ministry of Labor, Social Security, and Migration explained that parents, adoptive parents, and guardians are eligible for the allowance regardless of the family’s income level. If two or more children are born to the same family at the same time, the payment will be granted separately for each child.

Applications for the allowance can be submitted starting July 1 via the “Tunduk” mobile app in the “Social Benefits” section under the “Bala Yrysy” service, as well as at local social security offices at the applicant’s actual place of residence or stay.

To apply for the benefit, you will need the applicant’s passport, the child’s birth certificate with a personal identification number, information about the place of actual residence, and a bank account for the transfer of funds. When submitting an application through “Tunduk,” the necessary data will be retrieved automatically from government information systems.

A decision on granting the allowance will be made within five business days after the application is registered. If submitted electronically via “Tunduk,” the payment may be granted automatically within one business day.

The allowance will be transferred monthly to the recipient’s bank account until the child reaches the age of three.

This new social support measure is intended to improve the living conditions of families with young children and help reduce child poverty in the country.

To ensure the program’s launch, the Ministry of Finance has been instructed to allocate the necessary funds from the national budget. In addition, the program will make extensive use of digital technologies and interagency electronic data exchange. The Ministry of Health, in collaboration with OJSC “Tunduk,” will transmit information about child births to the Ministry of Labor, and healthcare workers will proactively inform parents of their right to receive the benefit during home visits and routine vaccinations.
