07/06/2026, 12:56The Kyrgyz Ministry of Labour has published answers to the most frequently asked questions about the new ‘Bala Yrysy’ allowance, for which applications opened on 1 July. The ministry has clarified who is eligible for the payments, how to apply for them, and in which cases the allowance will not be granted.
The Ministry of Labour has reiterated that the monthly allowance of 1,200 KGS is granted for each child under the age of three. Kyrgyz citizens and persons with ‘kayrylman’ status are eligible to receive the allowance, provided the child lives with the applicant.
Applications can be submitted via the ‘Tündük’ app or at the Ministry’s regional offices. Provided all the necessary documents are in order, the application is processed on the day it is submitted, after which the allowance is granted automatically.
The ministry emphasised that the payment is not dependent on family income, participation in the ‘Social Contract’ programme, or receipt of most other state benefits. The exception is the allowance for residents of high-altitude areas; however, this can be waived in favour of the ‘Bala Yrysy’ allowance.
The benefit can also be claimed by one of the parents, an adoptive parent, a guardian or an authorised representative. A marriage certificate is not required, so the benefit is available to both single and divorced parents. If one of the parents is working abroad whilst the child lives in Kyrgyzstan, entitlement to the benefit remains. If both the child and the beneficiary are permanently resident outside the country, the benefit is not granted.
The Ministry of Labour added that the money is transferred via Eldik Bank and Aiyl Bank. There are plans to connect a further 13 commercial banks to the system in the future.
The Ministry of Labour had previously reported that, in the first 24 hours after the programme’s launch alone, more than 13,700 applications for the payment had been received.
