09/19/2025, 10:45A meeting was held in Tokyo between Minister of Energy Taalaibek Ibraev and Toshihiro Endo, member of the House of Representatives of the Japanese Parliament and deputy head of the Japan-Kyrgyzstan Friendship Group.
The main topic of the talks was the prospects for bilateral cooperation in the energy sector, in particular the implementation of investment projects by Japanese companies in Kyrgyzstan.
The parties paid particular attention to the project to build a small 22 MW hydroelectric power plant on the Chon-Kemin River, which is being implemented by the Japanese company Muroosystem Corporation in conjunction with Chakan HPP OJSC.
In 2024–2025, engineering and hydrological surveys were conducted, a preliminary feasibility study was developed, and land transformation procedures were initiated. Work is currently underway to resolve organisational and legal issues related to the registration of land for construction. The preliminary cost of the project is estimated at 4.4 billion yen (approximately $30 million).
Ibraev said that during the upcoming visit of Kyrgyz President Sadyr Zhaparov to Japan, it is planned to sign a contract agreement for the construction of the hydroelectric power plant.
Toshiaki Endo, in turn, noted the significance of the project and expressed his readiness to promote it, emphasising the importance of deepening parliamentary ties as a tool for developing intergovernmental cooperation.
