11/21/2025, 15:07An audit of the Ministry of Emergency Situations' budget for 2023/24 revealed financial violations amounting to 210.8 million KGS, of which 156.8 million must be returned to the state budget.
The Council of the Chamber of Accounts reviewed the results of the audit of the use of funds by the Ministry of Emergency Situations and its subordinate structures. The audit revealed violations in budget planning, project management and the disposal of state property.
It was found that the Ministry of Emergency Situations had drawn up a separate budget for centralised activities, which is contrary to the law. In the hydrometeorological service, 21 of 157 land plots do not have state deeds, and in forestry, the rent arrears amounted to 96.1 million KGS.
The ERIC project was only 13.7% complete, and the COVID-19 project was completed almost two years late, with some of the funds being spent for purposes other than those intended. In four subordinate structures of the Ministry of Emergency Situations, 1.9 billion KGS were spent on capital investments, and violations amounting to 6.8 million KGS were identified.
