Ministry of Finance proposes introducing tourist tax in Kyrgyzstan

The Ministry of Finance of Kyrgyzstan has prepared a draft law on amendments to the Budget Code, the Code on Non-Tax Revenues, and the Law on Tourism. The document provides for the introduction of a tourist tax—a non-tax payment that will be levied on citizens temporarily staying in hotels, recreation centers, and other accommodation facilities.

The funds collected are planned to be used for the development of tourism infrastructure, the preservation of cultural heritage, and the improvement of resort areas. The Ministry of Finance notes that this practice is successfully applied in many countries and helps to finance the industry at the regional level.

It is noted that tourism in Kyrgyzstan has been developing rapidly in recent years: the number of foreign visitors has grown from 300,000 in 2012 to 9 million in 2024, and investments in tourist facilities last year exceeded 23 billion soms, which is 27% more than in 2023.

The ministry assures that the introduction of a tourist tax will not have negative social or economic consequences, but will strengthen the tourism industry and increase Kyrgyzstan's competitiveness in the international market. The draft law has been published for public discussion on the portal koomtalkuu.gov.kg
