The document has been prepared to protect the life and health of citizens, as well as the environment. It concerns cases when the work of enterprises may lead to accidents, pollution of nature or other serious consequences.
Compliance will be monitored by the Environmental and Technical Supervision Service under the Ministry of Natural Resources. It is already responsible for supervision in such areas as industrial and environmental safety, protection of subsoil and radiation control.
According to the ministry, there is no clear procedure in the legislation to suspend the activities of violators. The new procedure is designed to close this gap and strengthen the state control. In particular, recalled the presidential decree of 2022, prohibiting the operation of recreational facilities on Issyk-Kul without engineering infrastructure.
The draft states that its adoption does not require additional expenditures from the budget, does not affect business activities and does not carry risks in terms of human rights or the environment.
The proposed document is aimed at preventing environmental disasters, increasing the responsibility of companies and compliance with safety standards in all regions of the country.
