The Ministry of Construction of Kyrgyzstan will determine the system of bonuses and additional payments in the organizations under its jurisdiction

The Cabinet of Ministers of Kyrgyzstan has expanded the authority of the Ministry of Construction, Architecture, and Housing and Utilities. The head of the ministry will now be able to independently determine the terms of compensation for employees of organizations under its jurisdiction. Adylbek Kasymaliev signed the corresponding amendments to the Cabinet of Ministers’ resolution.

The minister will be able to determine the size of salary adjustment coefficients, wage rates, as well as the procedure for paying bonuses and other incentive payments.

This applies not only to the ministry’s central office but also to its network of subordinate structures—departments, regional offices, branches, and representative offices. At the same time, separate rules may be established for organizations operating on a self-financing basis.

Concurrently, the government has strengthened the personal accountability of construction industry leaders in the fight against corruption. The Minister of Construction is now officially responsible for implementing anti-corruption measures, and a similar provision applies to the heads of the Department of State Architectural and Construction Control, the Department of Housing and Civil Construction, the Department of Urban Planning and Architecture, the Department of State Expertise, the Department of Engineering Surveys, the State Institute for Seismic-Resistant Construction and Engineering Design, the Republican Center for Construction Certification, and other subordinate organizations.

The changes also affected the management structure of the state-owned enterprise “Kyrgyzkurulush.” Two deputy director positions are being introduced at the enterprise instead of one. In addition, the procedure for the distribution of authority is being clarified: in the director’s absence, one of the deputies will be able to perform the director’s duties and sign financial documents, and in the event of the director’s early dismissal, temporarily head the enterprise until a new director is appointed.

A similar management model is being introduced at the Republican Center for Construction Certification, where several deputy directors are also provided for and the director’s personal responsibility for implementing anti-corruption policies is established.
