The Ministry of Construction has moved construction site monitoring online and stepped up quality checks on projects

The Kyrgyz Ministry of Construction has introduced a system for online monitoring of construction sites across the country. Minister Nurdan Oruntaev announced this as part of the ‘Open Office’ project.

According to him, the public online portal allows users to monitor the progress of social infrastructure projects, including schools, in real time. Every day, inspectors visit the sites, upload photo reports and update the information in the system. Construction is currently underway on more than 100 schools across the country.

The Minister emphasised that the quality of construction is monitored by several bodies simultaneously. Responsible specialists are assigned to each project; inspections are carried out by inspectors from the State Architectural and Construction Control Authority; and construction certification specialists select materials and conduct tests for strength and compliance with standards.

According to Oruntayev, members of the public can also play a part in this monitoring. The Ministry’s official website features a section for public enquiries, where people can submit a complaint or report potential breaches. Once an enquiry is received, specialists visit the site to carry out an inspection.

If violations are confirmed, the ministry issues orders, imposes fines, suspends construction or revokes the licence. If the requirements are ignored, the site may be sealed off and the materials handed over to the law enforcement authorities.

Separately, the minister commented on the active construction taking place in the regions, including at Issyk-Kul. He noted that, before work begins, every project undergoes urban planning approvals and a state expert review, is entered into the register, and only then receives a QR code authorising construction. According to Oruntayev, modern development in the regions contributes to economic growth and enhances the country’s investment appeal.
