The roadmap was prepared by the Ministry of Economy with technical support from the United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP).
The document aims to simplify trade procedures between countries, foster interagency cooperation, and implement digital solutions. Its implementation is expected to reduce the time and financial costs for participants in foreign economic activity and increase trade transparency.
The draft roadmap was presented on July 23, 2026, at the 15th meeting of the National Council for Trade Facilitation. According to the Ministry of Economy, the document received a positive assessment from UNESCAP and was recognized as an example of best practice in the development of national action plans.
On November 9–10, 2026, in Bishkek, the roadmap is scheduled to be presented to representatives of Central Asian countries and Azerbaijan. In addition, UNESCAP intends to distribute the document to all parties to the Framework Agreement as an example for other states.
As a reminder, Kyrgyzstan acceded to the Framework Agreement on the Facilitation of Cross-Border Paperless Trade in the Asia-Pacific Region in accordance with Law No. 198 of November 21, 2023.
As of October 2026, 15 countries are parties to the agreement, including Kyrgyzstan, Kazakhstan, Uzbekistan, China, Russia, Tajikistan, and others.
