From taxes to driver's licenses: where Kyrgyzstan is already implementing artificial intelligence

Kyrgyzstan is focusing on integrating artificial intelligence into public administration, tax and customs systems, as well as the provision of public services. President Sadyr Japarov made this statement at the Eurasian Economic Forum in Astana.

According to the head of state, artificial intelligence in Kyrgyzstan is no longer merely a technological tool but is becoming an integral part of the public administration system.

One example of the practical application of AI is the reform of the driver’s license issuance process. The country has implemented intelligent systems to monitor the examination process, which eliminate subjective interference and increase the transparency of the procedure for obtaining a driver’s license.

Another area of focus is the tax sector. Kyrgyzstan operates the “AI-Küzöt” platform—a data analysis system based on multi-agent artificial intelligence. It detects fraudulent transactions, analyzes supply chains, compares product and cost metrics, and generates taxpayer risk profiles. According to the president, tasks that previously took months of manual analysis are now performed by algorithms.

Similar technologies are also being implemented in customs administration. Artificial intelligence is used to automatically extract data from documents and classify goods according to the nomenclature of foreign economic activity.

In addition, Kyrgyzstan continues to develop its digital infrastructure. The country operates the G-Cloud government cloud platform, the “Tündük” inter-agency electronic interaction system is being modernized, and government services are increasingly being transitioned to a digital format. Today, many operations—from obtaining certificates to registering real estate—are accessible via mobile phone without visiting government offices.

On the sidelines of the forum, President Sadyr Zhaparov, together with the heads of state of the Eurasian Economic Union, also visited an exhibition of digital achievements at the Alem.ai International Center for Artificial Intelligence.

The Kyrgyzstan pavilion showcased digital tools designed to improve the fiscal system, including AI-based solutions for tax and customs administration. The exhibition placed particular emphasis on the digitization of public services and technologies that enhance the efficiency of public administration.

As the president noted, Kyrgyzstan intends to develop its own AI solutions, viewing artificial intelligence not only as a tool for improving efficiency but also as a component of the country’s digital sovereignty.
