Passengers could be fined 20,000 KGS for taking photographs against the crew’s instructions

In Kyrgyzstan, there is a proposal to introduce a fine for passengers who fail to comply with the aircraft crew’s instructions, including those relating to photography and video recording. The fine will amount to 20,000 KGS.

The amendments to the Code of Offences have been drawn up by the State Agency for Civil Aviation. The draft bill is open for public consultation until 17 September 2026.

The draft does not impose a complete ban on filming on board aircraft. The fine is proposed to be imposed if a passenger continues to film despite the crew’s instructions or breaches the rules in force on board.

A more severe penalty is envisaged for aggressive behaviour. If a passenger under the influence of alcohol or drugs fails to comply with the crew’s instructions and their actions result in the aircraft being forced to make an emergency landing away from the destination airport, the fine will be 100,000 KGS.

At the same time, the State Agency proposes to increase the liability of airlines and other industry stakeholders. For serious breaches that pose a threat to flight safety, companies may be fined 500,000 KGS, and for failure to comply with the orders and directives of the aviation authorities – 700,000 KGS.

It is proposed to increase the fine for breaching air carrier liability insurance requirements from 13,000 KGS to 500,000 KGS. A fine of up to 800,000 KGS is provided for the loss or alteration of mandatory aviation data, and a fine of up to 1 million KGS for refusing to provide such data to the regulatory authority.

The amendments also introduce liability for breaches relating to the carriage of dangerous goods, ground handling of aircraft, the operation of aerodromes and the training of aviation personnel.

The drafters believe that the current sanctions do not have a sufficient deterrent effect. The document is currently under discussion.
