10/13/2026, 13:37The Cabinet of Ministers has added four chemical products to the list of goods subject to an excise duty of 5,000 KGS per tonne. The changes apply from 1 January 2025, although the resolution itself is dated 9 October 2026.
Ethylbenzene, cumene, N-methylaniline and a separate group of simple acyclic esters and their derivatives have been added to the list. These correspond to HS codes 2902600000, 2902700000, 2921420001 and 2909199000. It is precisely these items that are now explicitly listed in the decree alongside petrol and distillates.
For petrol and distillates, which were already included in this list, the excise duty rate remains unchanged at 5,000 KGS per tonne. The exemption for winter diesel fuel under this heading has also been retained.
The reason for the amendment is a discrepancy between the Tax Code and the decree setting excise duty rates. As the Ministry of Economy explained during the drafting stage, the chemical components listed have already been included among excise goods in the Tax Code. The relevant codes have now also been incorporated into the Cabinet of Ministers’ decree.
