The breeding farm in Sokuluk will be restored and modernised

Deputy Prime Minister Bakyt Torobaev announced the key areas of reform being carried out in the country's agricultural sector at a ceremony in the Sokuluk district to hand over modern agricultural equipment to the Kyrgyz State Breeding Farm.

In his speech, the minister noted that the breeding farm will be completely restored — production facilities will be modernised, livestock complexes will be automated, and ‘smart’ digital technologies will be introduced. Through the MTS, the mechanisation of agriculture will be expanded — the availability and quality of technical services for farmers will be improved, which will reduce costs and lower the cost of production.

A pilot project called ‘Meat Cluster’ is also being launched — 10 cluster associations will be created along the ‘production — processing — sales’ chain, which will be provided with preferential loans at 3%.

There are plans to modernise livestock farming — based on the Elita branch, there are plans to build a feedlot for 500 head and an international-level complex for 5,000 head.

The ‘Farmers' Register’, the ‘30+20+10’ programme, the RUAR passport and the GFSU rental platform will be combined into a single system; from 2026, government services will be provided entirely online. The ‘Fishing Ticket’ system is given as a practical example: after its launch, revenue for the first nine months of 2025 increased from 2.65 million soms to 11.86 million soms.

The minister also emphasised that the World Bank had allocated a grant of $2.2 million to the plant for major repairs and the purchase of equipment.

This year, MTS processed 1,855 hectares of cropland for farmers, generating revenue of 2.4 million KGS.

Under the leasing programme, 2,069 pieces of equipment worth 7.2 billion KGS ms were provided to farmers in the first 10 months of 2025.

Next year, 200 breeding animals will be purchased for the plant.

The minister stressed that systematic work to strengthen the country's food security and improve the quality of life of the rural population will continue.
