The President has signed a decree on the liquidation of ‘Tunduk’

The President of Kyrgyzstan, Sadyr Zhaparov, has signed a decree ‘On certain issues concerning the open joint-stock company “Tunduk”’. The document provides for the liquidation of OJSC “Tunduk” and the transfer of its functions to the state institution “Kyzmat” under the Presidential Administration.

According to the decree, the Presidential Administration is recommended to take a decision on the liquidation of OJSC ‘Tunduk’ and to form a liquidation commission. The decree also provides for the transfer to the state institution ‘Kyzmat’ of the company’s functions and tasks, its financial and material resources, as well as its intangible assets.

Furthermore, a functional analysis will be carried out and the organisational structure optimised to eliminate overlapping functions. The number of employees at OAO ‘Tunduk’ who will be able to transfer to the State Institution ‘Kyzmat’ will be determined. Employment arrangements must be made in accordance with the requirements of labour legislation.

The need for liquidation, as explained in the explanatory note to the decree, stems from the fact that certain functions relating to the development, modernisation and technical support of information systems are currently being carried out simultaneously by OAO ‘Tunduk’ and State Unitary Enterprise ‘Kyzmat’. This leads to duplication of processes, a dispersion of resources and complicates the coordination of work.

However, for users, the operation of the ‘Tunduk’ platform and the mobile app will remain unchanged. The digital product and the services provided through it will continue to operate in full. Decree No. 299 was signed on 26 August 2026.
