The President signed a decree on reforming the institution of anti-corruption commissioners

Sadyr Zhaparov signed a decree on measures to improve the institution of anti-corruption commissioners. The document aims to increase the effectiveness of anti-corruption commissioners in state bodies and implement the state anti-corruption strategy until 2030.

The decree provides for the expansion and unification of the institution of anti-corruption commissioners in state bodies. According to the document, ministries, departments and other executive bodies are required to:

  • introduce the position of anti-corruption commissioner, if it did not previously exist;
  • from 1 January 2026, transfer these staff positions to the Prosecutor General's Office, together with their budgetary funding;
  • provide workplaces and all necessary conditions for the activities of commissioners — computer equipment, means of communication, access to documentation, information systems and databases;
  • assist commissioners in their interaction with officials of state bodies.

It is specified separately that the requirement does not apply to the State Security Committee, the Ministry of Internal Affairs, the Social Fund and bodies with special status.

According to the Decree, anti-corruption commissioners will belong to the category of civil servants C-A, according to the register of state positions.

The Prosecutor General is granted the authority to approve the regulations on commissioners, which will define their legal status, the procedure for their appointment and dismissal, their functions, the mechanism of accountability and interaction with state bodies.

The Prosecutor General's Office must prepare draft regulatory legal acts necessary for the implementation of the Decree within two months. The Cabinet of Ministers is also obliged to bring its decisions into line with the document within two months.

Control over the implementation of the Decree is entrusted to the departments of the Presidential Administration responsible for monitoring the implementation of decisions and interacting with the courts and the prosecutor's office.

The document comes into force ten days after its official publication.
