Local budget expenditures in Kyrgyzstan increased in a number of regions in 2025

According to the Ministry of Finance, in 2025, local budget expenditures across Kyrgyzstan showed growth in a number of regions compared to 2024.

For example:

  • Jalal-Abad region increased its budget from 7 billion 397 million 700 thousand soms to 10 billion 949 million 500 thousand soms;
  • Batken region — from 1 billion 891 million 800 thousand soms to 2 billion 733 million 800 thousand soms;
  • Chui Region increased its budget from 6 billion 541 million 300 thousand soms to 7 billion 157 million 700 thousand soms.

Main areas of expenditure:

  • social and cultural sphere — financing of schools, healthcare and cultural facilities;
  • public services related to economic activity — support for infrastructure and investment projects;
  • acquisition of non-financial assets — purchase of equipment and construction of facilities.

The capital stands out with its separate growth:

In 2025, Bishkek spent 30 billion 566 million 700 thousand soms, of which 18 billion 238 million 600 thousand soms were allocated to social and cultural needs and 10 billion 36 million 900 thousand soms to the acquisition of non-financial assets.

Osh spent 9 billion 499 million 800 thousand soms, compared to 3 billion 348 million 400 thousand soms in 2024, which is associated with urban and infrastructure projects.

Analysts note that the growth in spending reflects increased economic activity in the regions and the expansion of social and infrastructure programmes.
