Russia accounted for over 80% of the customs duties distributed among the EAEU member states

From January through April, Kyrgyzstan’s budget received 7.74 billion KGS in import customs duties. This is 218.3 million KGS, or 2.9%, more than during the same period last year.

According to data from the Ministry of Finance, the bulk of these funds—7.52 billion KGS—was transferred to Kyrgyzstan under the mechanism for distributing customs duties among the countries of the Eurasian Economic Union.

Russia remains the largest source of revenue. In the first four months, Kyrgyzstan received 6.24 billion KGS from Russia. This accounts for about 83% of all duties distributed among the EAEU member states. Compared to January–April 2025, revenue from Russia increased by 228.9 million KGS, or 3.8%.

Belarus ranks second in terms of the volume of transfers. Revenues from Belarus rose by 14.6%—from 362.5 million KGS to 415.6 million KGS.

At the same time, remittances from Kazakhstan declined. While Kyrgyzstan received 807.8 million KGS from Kazakhstan in the first four months of last year, this year’s figure stands at 711 million KGS. The decrease amounted to nearly 97 million KGS, or 12%.

A slight decrease was also recorded for Armenia. Revenues fell from 160.8 million KGS to 154.2 million KGS.

The mechanism for distributing import customs duties has been in effect within the EAEU since Kyrgyzstan joined the Union. All duties collected at the Union’s external border are pooled and then distributed among member states according to pre-approved formulas.
