12/28/2025, 11:00During his speech at the opening of a waste processing plant near Bishkek, Sadyr Zhaparov recalled that attempts to start construction of such a plant had been made before, but had not been completed.
According to him, €22 million had been raised from European countries for the project by 2020. However, €16 million of this amount was not used for its intended purpose, as a result of which the construction of the plant never began.
The head of state specified that the remaining €6 million was in bank accounts and was subsequently returned to investors. The €16 million that was used in violation of the rules is currently being reimbursed by the Bishkek mayor's office.
The president stressed that this situation was an important lesson and clearly demonstrated the need for strict control over the targeted use of funds, especially in the implementation of large infrastructure and environmental projects.
