04/20/2026, 16:52Today, 20 April, President Sadyr Zhaparov took part in the commissioning ceremony for the Sokuluk and Tuyuk small hydroelectric power stations in the Sokuluk District of the Chui Region.
In his speech, the Head of State emphasised that the country is consistently implementing a policy to increase the share of renewable energy sources.
“The construction of small hydropower plants is one of the most effective and rapid ways to increase electricity generation. Such projects enhance the stability of the power system and contribute to a gradual reduction in the deficit. Today, 48 small hydropower plants with a total installed capacity of 180 MW are in operation in Kyrgyzstan. They play a significant role in strengthening energy independence and reducing dependence on imports” , — said the President.

He noted that the development of the sector creates conditions for balanced regional growth, attracting investment and expanding public-private partnerships, as part of the state policy of transitioning to a ‘green economy’.
“Currently, 50 small hydropower plants are under construction across the country. This year, 13 of them are scheduled to be commissioned. This will improve the quality of electricity supply to the regions, create new jobs and increase local budget revenues”, — emphasised Sadyr Zhaparov.
The Head of State added that the active use of renewable energy sources enables Kyrgyzstan to fulfil its international environmental obligations and consistently implement its ‘green development’ policy.

The President reported that the project was implemented on the basis of an investment agreement with Sokuluk HPP-3 LLC, with the assistance of the National Investment Agency.
“Under the agreement, a cascade of two small hydroelectric power stations has been built: the first on the Sokuluk River with a capacity of 9.7 MW, and the second on its tributary, the Tuyuk, with a capacity of 5.9 MW. The total installed capacity is 15.6 MW. The electricity generated will be fully fed into the national power grid. The project will help reduce the electricity deficit, improve the reliability of the power supply and create additional opportunities for economic development”, — the President noted.
He emphasised that the project has established a comprehensive energy infrastructure: headworks, hydroelectric power station buildings, substations, and power transmission lines. All facilities were constructed using funds from a domestic investor. The total investment amounted to approximately 1.7 billion soms.
The Head of State stated that the implementation of the project will have a positive impact on the socio-economic development of the Chui Region.
The President also noted that the previously adopted law on the legalisation of income has helped to stimulate private investment. As a result, projects are being implemented in the fields of hydropower, industry, tourism infrastructure and road construction. The law is already yielding practical results.
“Overall, the development of small hydropower plants is an important part of state policy aimed at diversifying the energy sector, enhancing its sustainability and safeguarding the country’s long-term interests”, — concluded Sadyr Zhaparov.

The President then familiarised himself with the operations of the hydroelectric power station, inspecting the machine room, the control room and the switchgear.
At the conclusion of the event, the Head of State spoke with local residents and noted that, despite the active construction of hydroelectric power stations, the country continues to face an electricity shortage, particularly during the winter months. This is due to the country’s previous reliance on imports, as well as economic growth, the construction of new enterprises and apartment blocks, and, consequently, an increase in domestic energy consumption.
At the same time, he expressed confidence that the implementation of major projects, including the Kambar-Ata HPP-1, would eventually enable the country to fully meet domestic demand and begin exporting electricity.
Residents, for their part, expressed support for the current policy and noted the positive changes. The President thanked the citizens for their trust and emphasised that stability and social harmony are key conditions for the country’s further development.
