The Chamber of Auditors has identified wage arrears at the Kyrgyz foreign mission in Kyiv

The Chamber of Auditors identified a number of financial violations in the Ministry of Foreign Affairs system following an audit of the 2023–2024 budget execution. The auditors paid particular attention to the situation with unpaid salaries to employees of the Kyrgyz foreign mission in Ukraine.

The audit showed that the Ukrainian representative office of the Ministry of Foreign Affairs had accumulated wage arrears, as well as unused funds in its accounts. Similar balances were also identified in Kyrgyz institutions in Saudi Arabia and Qatar.

In total, the audit revealed financial violations amounting to 72.7 million KGS in the Ministry of Foreign Affairs and its foreign institutions. Of this amount, 5.3 million KGS, which are subject to reimbursement, have already been fully recovered.

The audit of foreign institutions was conducted in 19 embassies, two representative offices and six consulates. As a result, problems were identified with inventories in India, Almaty and Yekaterinburg, rental expenses in Malaysia, and accounts receivable in Hungary, Austria and Italy.

The Central Office of the Ministry of Foreign Affairs recorded overpayments in salaries, social contributions and transport expenses, which were subsequently returned. The Kazy Dikambaev Diplomatic Academy noted the use of grant funds outside the treasury and violations in the area of public procurement and remuneration.

In addition, consular services were provided for dollars at authorised representative offices in the Osh, Jalal-Abad and Batken regions.

Following the meeting on 23 October, the Council of the Chamber of Accounts adopted decisions and instructed the Ministry of Foreign Affairs and its institutions to eliminate the identified violations, including issues related to settlements with employees of foreign missions.
