11/19/2025, 10:17At a meeting of the Council of Heads of Government of SCO member states in Moscow, a package of key documents was signed, defining the organization's financial and economic agenda for the coming years. The central decision was the approval of the SCO budget for 2026, as well as the adoption of the financial report on the execution of the budget for 2024.
The meeting participants agreed on changes to the Regulations on the Salaries, Guarantees, and Compensation of Officials of the Organization's Permanent Bodies and made adjustments to the SCO Financial Rules. In addition, the results of the external audit of financial and economic activities and the Secretariat's report on the implementation of the multilateral trade and economic cooperation program were approved.
Two strategic documents were also approved: a plan for cooperation between the railway administrations of member states until 2027 and a roadmap for the development of cooperation in the field of social development and protection for 2026-2028. Finally, a protocol was signed amending the agreement of December 1, 2017, on the procedure for forming and executing the SCO budget.
