    Among the participants in the Social Contract are the first people who became millionaires thanks to business

    The Ministry of Labor, Social Security, and Migration of Kyrgyzstan has announced the results of its monitoring of the implementation of the Social Contract program in 2025.

    This year, social assistance has been increased from 100,000 to 150,000 soms. This measure is aimed at encouraging the active participation of low-income families, improving their financial situation, and supporting small businesses.

    In 2025, 13,333 families were given the opportunity to participate in the program with an increased amount of assistance. To date, 6,046 applications have been submitted, of which 2,241 families have already received a social contract. In total, the program covers 9,078 people, including 4,508 children and 45 Kyrgyz citizens with disabilities.

    In terms of social contract areas, 68.9% of projects are in agriculture, 11.9% in manufacturing, 10% in services, and 9.2% in trade.

    In the first half of 2025, the fulfillment of quotas under social contracts varied by region: Issyk-Kul – 40.4%, Chui – 29.4%, Naryn – 21.2%, Bishkek – 20%, Talas – 15%. In the Osh, Osh, and Jalal-Abad regions, where there are many low-income families, the quota was 10,433 families, but only 14% (1,484 families) was fulfilled.

    Monitoring of the program's implementation was carried out jointly with ministry staff and experts from the United Nations World Food Program.

    It was found that the most successful areas of business were clothing manufacturing, catering, retail trade, and beauty salon services. In addition, the first five millionaires were identified—participants who achieved high incomes, which allowed them to expand their businesses and create new jobs.
