According to the State Architectural and Construction Control Department in Bishkek, a surprise inspection revealed that the building was being operated without an official certificate of completion.
Deviations in landscaping were also noted, and rules were violated in the construction of sidewalks and brick partitions between residential and non-residential premises. In addition, unauthorised persons were allowed unhindered access to the construction site, which is a gross violation of safety regulations at high-risk facilities.Following the inspection, reports were drawn up on violations under Articles 144(1) and (5) of the Code of Offences.
Construction has been suspended until all violations have been rectified. The issue of revoking the licence of Delmar Group has been referred to the Ministry of Construction for consideration.
