The court ruled that creditors' claims against Asia Universal Bank totaling 133 million KGS were unfounded

The Deposit Protection Agency, which has been tasked with bank reorganization and debt restructuring, reported that as part of the liquidation of Asia Universal Bank, the court has removed claims totaling 133 million KGS from the registry of creditors.

The decision was issued by the Leninsky District Court of Bishkek on December 11, 2025. This means that a portion of the claims filed against the bank has been deemed unfounded, and creditors can no longer claim payments on them.

Amid the ongoing liquidation of the former bank for 2025 through loan repayments, the return of property, and the sale of Asia Universal Bank’s assets, approximately 5.8 million KGS were recovered. Of this amount, 3.46 million KGS came from the return of assets. In addition, the sale of assets brought in another 1.9 million KGS, and the collection of loan debt amounted to 438 KGS.

We should add that, as of today, the work on the bank’s liquidation should be completed. According to a decision by the Leninsky Court, the liquidators had until April 11.

The agency’s report also includes data on Ak Bank. Since assuming the role of liquidator in February 2024, the agency has managed to secure repayment and the return of assets totaling 283,100 KGS, as well as sell the bank’s property for 682,900 KGS. In total, approximately 966,000 KGS worth of assets were recovered and sold. The bank’s liquidation was also scheduled to be completed this year—in March.

In 2025 alone, transactions totaling nearly 6.7 million KGS were conducted as part of the liquidation of the two banks.

“The work is aimed at maximizing the recovery of assets, ensuring the priority of satisfying creditors’ claims, and completing the procedures within the established deadlines,” the agency stated.

In addition to working with bankrupt banks, the agency, in agreement with the Ministry of Finance, is engaged in the collection of old government debts. These are loans from the former Kyrgyzelbank and Kyrgyzstan Commercial Bank, which were issued to residents affected by natural disasters in the Osh and Jalal-Abad regions in 1994–1996.

The number of such borrowers reaches nearly 19,600 people. Over the past year, the agency sent more than 170 warnings to debtors and filed 43 lawsuits, which allowed for the recovery of approximately 880,000 KGS.

Work is also continuing to recover debts under an old credit line from the European Bank for Reconstruction and Development, issued through Kairat Bank. The amount in question is $21,300.
