02/16/2026, 16:00The Chairman of the Cabinet of Ministers of Kyrgyzstan, Adylbek Kasymaliyev, signed an order appointing Timur Malbashev as director of the state-owned enterprise Kyrgyz Munai Kompaniasy.
The enterprise is under the jurisdiction of the State Agency for State Property Management (SASPM), and the contract with the director is concluded on the terms of an employment contract. Timur Malbashev, born in 1984, previously headed the SASPM itself from April to November 2025.
Prior to that, he oversaw the agency's work with joint-stock companies and held a number of positions related to corporate governance, property relations, and internal audit. He began his career in the property relations department of the Ministry of State Property and also worked as a freelance employee of the presidential administration.
He graduated from the Institute of Business and Tourism Management of the International University of Kyrgyzstan with a degree in small and medium business management. He has been awarded an honorary certificate from the government and holds the departmental titles of “Excellence in Public Service,” “Excellence in Economics,” and “Excellence in State Property Management.”
It should be noted that the state-owned enterprise Kyrgyz Munai Kompaniyasy was established under the GAUGI by a resolution of the Cabinet of Ministers on May 12, 2025. According to the document, the structure was formed to supply the domestic market with fuels and lubricants.
