Fines of up to 23,000 KGS may be introduced for the use of fine coal in Bishkek and the Chui Region

In Bishkek and the Chui Region, there are proposals to introduce fines for the sale, transport and use of fine coal (0–13 mm fraction). The Ministry of Natural Resources has put the relevant draft bill out for public consultation.

According to the document, the fine for individuals breaching the ban will be 7,500 KGS, and for legal entities – 23,000 KGS.

The ban on the import, sale and use of fine coal in Bishkek and the Chui Region will come into force in October 2025. The authorities have explained that fine coal is one of the sources of air pollution.

An exemption is proposed for heat supply companies – they will be permitted to import and use fine coal.

However, the ban applies only to the use of fine coal within Bishkek and the Chui Region. Coal exports from Kyrgyzstan continue: between January and April 2026, 405.7 thousand tonnes of coal worth $19.5 million were exported from the country.

Uzbekistan remains the main export destination – 387.6 thousand tonnes of coal worth $18.8 million were supplied there. Deliveries were also made to China, Lithuania and Tajikistan.
